He pressed enforcement and charitable trust laws, represented the state in water controversies, initiated act for control of union health and welfare funds, instituted program for regaining unclaimed funds to escheat to State, opposed increased natural gas rates, and established border control conferences with Mexican officials. Later served as California Governor. He was a candidate for Democratic nomination for President in 1960. Married Bernice Layne in 1930 and had four children, three girls and a boy.
